Sometimes. Although a review quoted in lj_biz recently seemed to be saying precisely the opposite. It's undoubtedly true that it takes a lot more effort etc to set up a blog using Moveable Type on a proper domain an' all, but I don't really see that Blogger and Upsaid and the like are necessarily more grown up.
