I think you always have the moral right to refuse to do anything which you regard as against your conscience, even if it is part of your official duties in your job. For example, refusing to guard concentration camp trains.
On the other hand, that's not the same as saying that you should expect to keep your job in that situation, or (if you work in a fascist state) to not get shot...
