Hardly a new idea, and given that the "Contact Us" page of the website says in big letters that "BSN is produced in London by World Television on behalf of the Foreign and Commonwealth Office (FCO)" and it says in various places that you can contact the press officer at your local British embassy it's also hardly black propaganda.
Governments, companies, campaigning groups and whatever else all over the world do stuff like this both openly and more quietly, and it's up to editors and hacks to be discriminating in what material they use. Sure, if you're looking for something to get angry about, great, but otherwise.. well, y'know.
